ONE MORE TIME TO INTROSPECT!

Today, I really felt, what I shouldn’t have. An ordeal is finally over. The Legislative session, which was planned to last till the end of this month, was indefinitely adjourned today. After a hard week, three things still leave me depressed.

· An English daily, today had carried a front page photo of few honorable members of Legislative Council standing atop the tables of the imperial house, demanding a CBI enquiry, while the whole scene bewilderingly looked upon by a group of young school going children from the visitors’ gallery who were brought to witness the proceedings. It left me pondering, as to what impression these young and naïve minds might have carried home after witnessing the whole scene. After all, each one of them had come to gain knowledge of how peoples’ representatives would “voice” the aspirations of Society. They must be puzzled, while their teachers make only an erring student stand atop the bench, how come, these people stand on the tables to prove a point! The photo didn’t greet me a good morning!
· About 18 legislations and a budget of over 70000 crore rupees were approved today without any participation of the Legislature. Opposition friends refused to take part in the debate and instead engaged themselves in high decibel sloganeering. Today was the fifth day of that unfortunate exhibition. For the people outside, it appeared a pure and simple mockery of sorts.
· I owe myself to RSS since my childhood days. In fact, I was a spirited worker of Jansangh since my high school days. RSS and Jansangh have shaped my career. I am always proud to identify myself with my Organisation because of its distinct nationalistic character. I was in silent tears today, when I had to hear the outcry of opposition members in both the houses abusing my Party. “Gali Gali mein Shor hai.. BJP chor hai”, “ಸಾವಿರಾರು ಕೋಟಿ, ಬಿ ಜೆ ಪಿ ಲೂಟಿ..” I never anticipated that in my life, my Party will become a recipient of such epithets..

People in general are already unhappy about overall behavior of legislators. Their trust in our dedication to societal cause is fast receding. Is it not that time for my entire legislator friends to introspect (introspect again!) ?

I for one, have always been a staunch lover of Parliamentary etiquettes. Incidentally I’m the Minister for Law and Parliamentary affairs too. I had a strong desire to make legislative sessions more meaningful and purposeful.

But this time, alas, that was not to be.

Yes, I am dejected and despaired. May be, I too had my own contribution in this whole affair. But unwittingly for sure.

On behalf of all the legislators, my sincere apologies lie with the common man.

What about the behavior of the ruling BJP MLAs and ministers? Why do you always keep a saintly silence when it comes to the behaviour of your powerful colleagues -- the chief minister, state party president and the Bellary miners? We would be happy to know your views on your colleagues utterances and behaviour in the august House. It's easy to make a wise general statements and earn accolades from a few people. I guess, the truth is as harsh as nakedness. And I am sorry sir, you fear nakedness....

ಈ ದಿನದ ನಿಮ್ಮ ಅಭಿಪ್ರಾಯಗಳನ್ನು ಓದಿದ ನಂತರ ನನಗೆ ಹುಟ್ಟಿದ ಕೆಲವು ಪ್ರಶ್ನೆಗಳನ್ನು ನಿಮ್ಮ ಮುಂದೆ ಇಡುತ್ತಿದ್ದೇನೆ.
೧. ಹೌದು, ವಿರೋಧಪಕ್ಷದವರು ಐದು ದಿನಗಳ ಕಾಲ ಧರಣಿ ನಡೆಸಿದ್ದಾರೆ. ಅಧಿವೇಶನ ಮುಗಿದ ಮೇಲೂ ಧರಣಿ ಮುಂದುವರೆಸಿದ್ದಾರೆ. ಇದು ಪ್ರಜಾಪ್ರಭುತ್ವ ನೀಡಿರುವ ಹಕ್ಕು. ಸರ್ಕಾರಗಳನ್ನು ನಡೆಸುವವರು ತೆಗೆದುಕೊಳ್ಳುವ ತೀರ್ಮಾನ ಕುರಿತು ಪ್ರಶ್ನೆ ಕೇಳಬಾರದು ಎಂದರೆ ಹೇಗೆ?
೨. ಇಂತಹುದನ್ನು ನೋಡಿದ ಮಕ್ಕಳ ಮನಸ್ಸಿಗೆ ಘಾಸಿಯಾಗಿರಬಹುದೇ ಎಂಬ ಅನುಮಾನ ವ್ಯಕ್ತ ಪಡಿಸಿದ್ದೀರಿ. ಕೇವಲ ವಿಧಾನಸಭೆಯ ಅಧಿವೇಶನದಲ್ಲಿ ಮಾತ್ರವಲ್ಲ ಹೊರಗಡೆಯೂ ನಾವು ಸೃಷ್ಟಿಸಿರುವ ಸಮಾಜ ಅಷ್ಟೇ ಹೊಲಸಾಗಿದೆ. ಅಲ್ಲಿಯೂ ರಾಜಕಾರಣಿಗಳು ಎಂಬುವವರನ್ನು ನೋಡಿದಾಗ ರೇಜಿಗೆ ಹುಟ್ಟುತ್ತದೆ. ಇದು ಪಕ್ಷಾತೀತ ಸತ್ಯ. ಮಕ್ಕಳು ಅದನ್ನು ನೋಡುತ್ತಲೇ ಇದ್ದಾರೆ. ಹಾಗಾಗಿ ನಾಳಿನ ಸಮಾಜಕ್ಕೆ ಯಾವ ಪ್ರಭಾವಗಳು ತಲುಪಬಹುದೋ ಅದು ಪ್ರತಿನಿತ್ಯ ತಲುಪುತ್ತಲೇ ಇದೆ. ಅದೇ ಮಕ್ಕಳು ಹಾಲಪ್ಪ ಪ್ರಕರಣವನ್ನೂ ನೋಡಿದ್ದಾರೆ. ರೇಣುಕಾಚಾರ್ಯ ಪ್ರಕರಣವನ್ನೂ ನೋಡಿದ್ದಾರೆ. ನಿಮ್ಮ ಪಕ್ಷದವರೇ ಸರ್ಕಾರ ಉರುಳಿಸಲು ಮಾಡಿದ ಸಾಹಸಗಳನ್ನೂ ನೋಡಿದ್ದಾರೆ. ಅದು ನಮ್ಮ ಮಾಧ್ಯಮಗಳಲ್ಲಿ ಪ್ರಧಾನ ಸುದ್ದಿಯಾಗಿ ದಿನವಿಡೀ ಬಿತ್ತರವಾಗಿದೆ. ಮಕ್ಕಳು ಒಂದು ವಿಧಾನಸಭೆಯ ಅಧಿವೇಶನದಲ್ಲಿ ಕಂಡುದಕ್ಕಿಂತ ಅಸಹ್ಯ ಮತ್ತು ಅಪಸವ್ಯಗಳನ್ನು ಪ್ರತಿದಿನ ನೋಡುತ್ತಾ ಇದ್ದಾರೆ. ಅದರಿಂದಾಗಿ ನಮ್ಮ ಮುಂದಿನ ತಲೆಮಾರು ನಮ್ಮ ಅರಿವಿಗೆ ಮೀರಿದಂತೆ ಪ್ರಭಾವಗೊಂಡಿದೆ.
೩. ಹತ್ತು ವಿಧೇಯಕಗಳು ಚರ್ಚೆಯೇ ಇಲ್ಲದೆ ಅನುಮೋದನೆ ಆಯಿತಲ್ಲಾ? ಅದು ಪ್ರಜಾಪ್ರಭುತ್ವವೇ? ಮೇಲ್ಮನೆಯಲ್ಲಾದರೂ ಗೋಹತ್ಯಾ ನಿಷೇಧ ಕುರಿತ ವಿಧೇಯಕವು ಚರ್ಚೆಯಾಗದೆ ಅಂಗೀಕಾರವಾಗಿದೆ. ಇದು ತಪ್ಪಲ್ಲವೇ? ಏಳು ಸಾವಿರ ಕೋಟಿಗಳಷ್ಟು ಯೋಜನೆಗಳು ಚರ್ಚೆಯಾಗದೆ ಅಂಗೀಕಾರವಾಗಿರುವುದು ಸಹ ಅಪ್ರಜಾಪ್ರಭುತ್ವ ಮತ್ತು ಸರ್ವಾಧಿಕಾರಿ ಸ್ಥಿತಿ ಎಂದೆನಿಸುತ್ತಿದೆ.
೪. ನೀವು ಆರ್‌ಎಸ್‌ಎಸ್‌ನ ನೆನಪು ಮಾಡಿಕೊಂಡಿದ್ದೀರಿ. ಅಲ್ಲಿ ಶಿಸ್ತು ಪ್ರಧಾನವಾಗಿತ್ತು ಎಂಬ ಮಾತಾಡಿದ್ದೀರಿ. ಶಿಸ್ತಿಲ್ಲದ ಯಾವುದನ್ನೇ ಆದರೂ ಸಹಿಸುವುದು ಕಷ್ಟವೇ. ಆ ಬಗ್ಗೆ ಎರಡನೆಯ ಮಾತಿಲ್ಲ. ಆದರೆ ಆ ಶಿಸ್ತು ಅನ್ನುವ ಪದದ ಹಿಂದೆ ಇರುವ ಮಾನಸಿಕ ಸ್ಥಿತಿ ಮುಖ್ಯವಾದುದು. ಎರಡನೆಯ ಮಹಾಯುದ್ಧದ ಕಾಲದಲ್ಲಿ ಜರ್ಮನ್ ಸೈನಿಕರ ಶಿಸ್ತು ಜಗತ್‌ ಪ್ರಸಿದ್ಧವಾಗಿತ್ತು. ಆದರೆ ಆ ಶಿಸ್ತಿನ ಪರಿಣಾಮ ಏನಾಯಿತು ಎಂಬುದನ್ನು ಇತಿಹಾಸವೇ ಸೂಚಿಸುತ್ತಿದೆ. ಆದ್ದರಿಂದ ‘ಶಿಸ್ತು’ ಎಲ್ಲದಕ್ಕೂ ಉತ್ತರವಲ್ಲ. ಹಾಗೆಂದು ವಿಧಾನಸಭೆಯಲ್ಲಿ ನಾವು ಕಂಡ ಅರಾಜಕತೆಯೂ ಎಲ್ಲದಕ್ಕೂ ಉತ್ತರವಲ್ಲ. ಪ್ರಾಯಶಃ ಇನ್ನು ಮುಂದೆ ರಾಜಕಾರಣಿಗಳಾಗುತ್ತೇನೆ ಎಂದು ಬರುವವರಿಗೆ ಎಂದು ಪ್ರತ್ಯೇಕ ಕಲಿಕಾ ಕೇಂದ್ರಗಳನ್ನು ಅಥವಾ ಶಿಬಿರಗಳನ್ನು ಅಥವಾ ಪಠ್ಯವನ್ನು ರೂಪಿಸಬೇಕಾಗಬಹುದು.
ಇಷ್ಟೆಲ್ಲದರ ನಡುವೆಯೇ ನೀವಾಗಲೀ ನಿಮ್ಮ ಸರ್ಕಾರವಾಗಲೀ ಕರ್ನಾಟಕದ ಸಂಪನ್ಮೂಲ ಲೂಟಿಯಾಗುತ್ತಿರುವ ಬಗ್ಗೆ, ಗಣಿಗಳಲ್ಲಿ ಆಗುತ್ತಿರುವ ಅಕ್ರಮದ ಬಗ್ಗೆ ಚಕಾರ ಎತ್ತದೆ ಇರುವದು ಅಚ್ಚರಿಯ ಸಂಗತಿ. ಮೇಲುನೋಟಕ್ಕೆ ಇಡೀ ಸರ್ಕಾರವನ್ನೇ ‘ಆ’ ಶ್ರೀಮಂತರಿಗೆ ಒತ್ತೆ ಇಟ್ಟಂತೆ ಕಾಣುತ್ತಿದೆ. ಇದು ತಪ್ಪಲು ನಿಮ್ಮಂತಹವರು ಕೂಡಲೇ ಏನಾದರೂ ಮಾಡಬೇಕಲ್ಲವೇ?
ಇಷ್ಟೆಲ್ಲಾ ಆದರೂ ನೀವು ಬ್ಲಾಗ್ ಬರೆದು ನಮ್ಮೊಡನೆ ಚರ್ಚೆಗೆ ಅನುವಾಗಿರುವುದು ಸಂತೋಷದ ಸಂಗತಿ. ಇದು ಮುಂದುವರೆಯಲಿ ಎಂದು ಹಾರೈಸುತ್ತೇನೆ.

Sire,
The sight of MLAs standing on the benches inside the state Assembly was unfortunate. Why don't you introduce a law for Parliamentary etiquettes? MLAs are the law makers in the state, why not have another law for MLAs' behaviour and conduct in the Assembly?

Mr Suresh, its nice to know that there is some kind of emotional setback being experienced by atleast 1 legislator on the comment made by the opposition party leaders. If at all the Ruling Government had understood the reason ( were proactive in certain areas ) today none of us would have had to hear / read such comments.

Its very frustrating that Government is not encouraging or entertaining Citizens / Common Man in the state when they come up with good ideas for the Development of the State, instead the Government is functioning in a SteroDisparity mode of saying only we and our advisors are the best and great. Unless the Government does not involve people outside Government bodies / ranking and take people to confidence this kind of comments will not reduce due to lack of people support. Hope you are agree with my comment.

It is a shame on all of us educated voters for voting such people to represent us ! The only thing Govt and opposition agree to is increase in salary and privileges of Legislators ! Though neck-deep in quagmire himself each takes pleasure in throwing mud at others. God save this democracy from selfish casteist politicians!

I completely agree with Mr.Shiva Kumar that as a PARLIAMENTARY AFFAIRS MINISTER u should have aske BJP's CHIEF whip to ask Mr.Suresh Babu ,MLA of KAMPLI to apologise, who threatened the leader of opposition with dire consequences if he visted Bellary!!!!That is why no BJP legislators nor the PARTY was agitated when the Mr.Siddaramaiah called the CM, "A GOONDA CM"!Even BJP party workers would have though that the leader of Opposition had the moral right to do so or they do not have any moral right to protest ,since the "Bellary Gang" is only answerable to Smt.Sushma Swaraj".

Dear Sureshji,
I have viewed many comments in this blog, but most appropriate & thought provoking is the comment given by Mr B.Suresha. I think among the present politicians ( both ruling & opposition ) you are one of the very very few reasonably thinking, dignified, tolerant, and approachable leader and some of us have faith & belief in you as well have hopes that one can count on you to see that the people's problems could be addressed in a convincing manner.

Of late, I think that we are made to rethink about B.J.P. and its functioning as well whether to support or not in the coming days. Yes, I totally agree with Mr B.Suresh's view about the concept of discipline which even for name sake not there in present B.J.P. ( beg your pardon ! ) and even to mention leaders names like ; Halappa, Renukacharya, Sampangi, etc., we hesitate.

Please impress upon the top leadership of your party at least keep such persons at bay and direct them to keep a low ( LOWEST ! ) profile and not to dare appearing in the media and slowly please get rid of such persons to create a better image of BJP, at least in the near future.

Hello Sir,

Everyone said that what happened in the assembly was not right but i don't agree with that. The thing is that we have seen how the legislators are and how they won the elections and what is their background, so what they were doing outside they just did the same thing inside the assembly also. I feel it is one way a very transparent theory used by the legislators to show what they are outside they are inside too. On the contrary i am surprised to see that the Lokayukta has been kept out to reach MLA, MP & PSU heads. And the opposition never raised any voice against this and this shows that neither the ruling nor the opposition are in favour of this and all are in same boat for some matters.
I am an active RSS swayamsevak since 3 years and as you mentioned it really pains to see this kind of actvities. But to see the change we should always try and try....

Its great that Mr. sureshkumar has opened up to the public, i would expect more of the politicians to do the same. Can anyone of you answer me? WHY IN THE WORLD DIRTY MONEY IS THE HEART OF POLITICS (NOT ONLY IN INDIA EVEN HERE IN USA, EUROPE) BUT THE DIFFERENCE IS IN INDIA IT IS BEYOND THE LAW!!!

hon'ble minister, we are so glad that a member of cabinet has courage! to put forth opinion on his own blog. my feeling is, hon'ble cm has to control his out burst inside & out side the house and behave responsibly. i'm witness to the conduct of cms in the houses & outside atleast from the period of sri ramakrishna hegde. cm should set example and choose the best to compare himself with greats in politics.

The strength of a leader lies not in sobbing over things that need correction, but rather in correcting things itself. After all, you're the people's representative. Leave the sobbing to the people for the current situation in Karnataka and a feeling of lawlessness. As the elected leader, you should be chalking out ways to bring back law and order and perhaps, re-instill your party's faith.

now every polititions and voters think for them selves only!
do we have any person who can think and work beyond cast and creed? if so he/she have any commonding position? or others let them do work for above said cause !!!

As a law minister, please introduce a bill giving the authority to Lokayukta to investigate all the present and past CMs, MLAs, ministers and bureaucrats for their ill gotten wealth. Let the assembly pass the bill with a vote of 225-0 and the council 63-0. Let us see how many law makers are honest.

Your feelings on the happenings in legislative assembly "tears in silence" is truly heart rending (for one and all ) only hooligans or insane can hail what these legislatives did at a scared place for which thousands have sacrificed their lives to restore democracy in India
This reflects your sincerity,honesty,democratic values for which you have faced so many challenges during the last 20 yrs to be in active politics without adopting even an iota of commercial politics
Your biggest strength is your sincerity ,honesty,dedication and simplicity i hope the govt comes out of this crisis

Firstly, Congratulations!

Indeed it takes a great deal of moral alacrity and strength of conviction to accept mistakes and confess the same , especially when one is holding a public office. If only other political leaders around us, today, had an iota of moral discipline...! sigh!

Nevertheless, as a young citizen, I would like to conceive your action as a ray of hope, that All is not lost, yet.

It would be pleasant and vindicative to see if BJP comes out as a party of high moral and ideal force,( and not physical force) committed for development--social and equitable, and for religious tolerance, in the days to come.

Do we have something to look forward to, or my hopes just too unrealistic?
